Terminal Testing & Approval Forum |
| The Telecommunication Terminal Testing &
Approval Forum is the voluntary non-profit organization founded jointly by the
China Academy of Telecommunication Research of MII and native telecom
operators, telecom terminal equipment manufacturers, system equipment
manufacturers, approval & testing organizations, and research
organizations. The Forum ’s full English name is “Telecommunication Terminal
Testing & Approval Forum ”, abbreviated as WEBTAFTEST. |
| 2. Aim of the
establishment of the Telecommunication Terminal Testing & Approval Forum |

The Telecommunication Terminal Testing & Approval Forum
sticks to the principle of the openness, fairness, equity and negotiation to
organize and implement the Telecommunication Terminal Testing & Approval
activities. Through research, it can constitute the telecommunication terminal
testing & approval technical specifications, support the government in
constitution of telecommunication terminal administration policies, cooperate
the related government authorities to regulate on the market behaviors and make
contribution to the national communication industry.
The main objectives of the establishment of the
Telecommunication Terminal Testing & Approval Forum are:
(1) Cooperate the government to regulate on the market
of telecommunication terminal products.
The Forum can do some work through
its mechanism where it is not necessary or appropriate
for the government to do and finally
achieve the aim of regulating on the communication
market in China.
(2) Offer communication mode and create more
opportunities for communication. The members can
communicate with each other
through the Forum > The Forum can strengthen the contact
between the government and
enterprises, research oranizations, approval organizations and
testing labs.
(3) Ensure the legal right of IPR owned by the Forum
members.
(4) Safeguard the network security and interoperability
through technical measures.
(5) Strengthen the industry self-discipline
through the Forum ;
(6) Pay attention to technologies. At present, the
major objectives of this Forum concentrates
on 2G.. On the basis of it, the
Forum will also include new equipment of 3G and 3G-beyond.
Meanwhile, it will also include
relative test and certification and make preparation for
next generation products.
(7) Form industrial alliance. To form win-win
situation. This Forum is led by CATR because CATR
has advantages in this area. It can
perform the technical cooperation and technical
training for the members and improve
the overall level of telecommunication equipment
manufacturing to form the good
situation of win-win.

| 3. Major work of the
Forum |
(1) Research and constitute technical
specifications for Telecommunication Terminal Testing &
Approval in China.
(2) Enable the members to participate in the
constitution of the more government
administration policies.
(3) Through technical exchanges and technical
trainings, research on the trend of new
technologies and provide consultancy
for the next step development of enterprises. The
Forum generates not only technical
documents, but also strategic research reports, and will
research on a variety of
technologies, provide powerful technical support for the
development of enterprises.
(4) Coordinate the relations with domestic and foreign
organizations.
(5) Through the Forum, strengthen the close contact
between manufacturers, operators and R&D
organizations and provide necessary
technical support.
We hope that more organizations that meet the
requirements of the Forum will join the Forum, to enlarge the Forum, strengthen
the power of the Forum, fully exert the functions of the Forum and make
contribution to the development of telecom industry in China!
